A bundle name is not a product assessment

A vape merchant combines a device, liquid and accessories into a starter bundle. The checkout displays one price, while fulfilment handles several different items. The commercial convenience can obscure which products are included, what restrictions apply and how a partial return should be resolved. The bundle therefore needs a component-level record even when the customer sees one package.

This guide concerns products and destinations that the merchant is otherwise permitted to serve. A bundle does not make an unauthorized product acceptable or remove age, advertising, tax or delivery requirements. The recommendations focus on operational clarity. Product classification and the legality of a proposed promotion require review for the actual components and market.

Review the promotion as well as the contents

FDA's March 2023 industry guidance addresses the United States prohibition on distributing free tobacco samples and discusses arrangements such as rewards and non-monetary exchanges. This makes promotional structure a relevant review question. It does not mean that this article can declare every discounted bundle lawful or unlawful. Obtain a product-specific assessment rather than relying on the word free, bonus or complimentary as a commercial label.

Describe exactly what the customer receives and what the total payment covers. Keep the approved promotion wording with the bundle record. If a marketing team changes the offer to include an additional product, that should trigger review before publication. The warehouse should not add promotional items independently because spare stock is available; the resulting shipment may no longer match the assessed offer.

Maintain a versioned component list

Give each bundle version a list of component identifiers, quantities and relevant variants. Link that version to the order at purchase. A later change to the bundle should not alter the historical description of what an earlier customer bought. This matters when support investigates a missing item or when a supplier changes a device or liquid specification.

Check stock and eligibility at component level before presenting the bundle as available. If one item cannot be supplied to the destination, the bundle should not evade that restriction because the parent product remains enabled. Avoid a generic accessory classification for a package that contains regulated products. The payment application and customer catalogue should describe the same actual commercial activity.

Make substitutions a controlled decision

A sold-out component may tempt staff to substitute another flavour, strength, device or accessory. Establish which changes require a fresh customer decision and compliance review. Do not assume that two similarly priced products are equivalent. The replacement must fit the permitted product scope and the customer's accepted offer, not merely the warehouse's available stock.

Preserve the reason and authorization for any approved substitution. Update the fulfilment record and customer communication before dispatch. If the substitution cannot be made appropriately, use the applicable cancellation or remedy process. A successful payment does not create permission to send a materially different product without addressing the change.

Allocate value without hiding the real offer

Finance needs a consistent method for recording component values, discounts and taxes under the actual rules. The allocation should support reconciliation and partial remedies without contradicting the customer-facing price. Do not invent arbitrary zero values simply to make a product appear outside the transaction. Ask the appropriate tax and legal reviewers how the real promotion should be represented.

Keep the original calculation with the order. If a component is missing or cannot be supplied, the remedy should reflect the accepted offer and applicable customer rights. Do not calculate a partial refund using a later standalone price without checking whether that reproduces the transaction correctly. Explain the amount and affected component so the customer can understand the result.

Reconcile fulfilment and remedies at component level

Packing records should show which items were placed in the parcel and which remained outstanding. A bundle-level completed status should not hide a missing component. If a replacement is sent, link it to the original component and preserve the reason. Apply the relevant checks to that shipment rather than treating it as an unrestricted courtesy parcel.

For refunds, distinguish a submitted request from a confirmed provider outcome. Check for existing adjustments before issuing another. If the customer returns only part of the bundle, record what arrived and obtain the appropriate stock disposition. Returned items should not automatically re-enter saleable inventory because the payment case has been closed.

Test a bundle with one unavailable component, a changed supplier variant, a partial return and an order placed immediately before a promotion ends. Compare the accepted offer, packing list, invoice and refund calculation. These scenarios reveal whether the single checkout price is supported by a usable operational record or merely hides incompatible assumptions between teams.

What it means to Merchants

Vape bundles need component-level eligibility, inventory and financial records alongside a clear overall offer. Review promotions and substitutions before launch, preserve the purchased bundle version and make partial remedies reproducible. A package label or discount cannot resolve product restrictions or establish lawful promotional treatment. Accurate component records help the merchant explain what was sold, what was supplied and how any difference was corrected.
