A referral identifier does not explain the proposition
An affiliate identifier tells an operator where a customer may have arrived from, but it does not necessarily show what the customer was promised. The missing detail becomes important when support receives complaints about a bonus, a payment condition or an advertised withdrawal experience. A deposit can be technically successful while the acquisition journey has created expectations that the operator cannot meet.
This guide sets out an independent evidence framework for lawful iGaming operations. It is intended to help marketing, compliance, payments and support review the same campaign. It does not establish permission to serve any territory, approve an affiliate or accept a particular payment method. Those decisions remain specific to the operator's licences, contracts and applicable requirements.
Understand the operator's responsibility
For Great Britain licensees, Gambling Commission condition 1.1.2 assigns responsibility for contracted third parties involved in licensed activities to the licensee. It also addresses contractual obligations, access to information and termination rights. The condition is jurisdiction-specific; it should not be presented as the complete rulebook for affiliates in every market.
The operational implication is to avoid treating a signed affiliate contract as the final control. Build a process that can establish what was live at the time of acquisition and who approved it. A current screenshot may be different from the page seen by a customer last month. Campaign evidence needs a dated history, with a defined owner who can retrieve the relevant version when a complaint or provider question arrives.
Define a campaign evidence package
Before traffic begins, assemble the proposed creative, landing-page version, target countries, intended audience, offer conditions and approved payment wording. Give the package a stable campaign identifier. Where an affiliate uses several placements, distinguish them rather than placing every customer under one broad partner label. The purpose is practical traceability, not an invitation to accumulate unnecessary personal data.
Record who reviewed each material component and which changes require another review. A change in a headline may need a different response from a change in geography or deposit conditions. Agree the boundaries with the relevant specialists. Marketing should have a clear route to obtain a decision quickly, while payments should receive enough context to recognise when incoming transactions no longer match the approved campaign profile.
Link the journey without overcollecting
A useful deposit record can reference the campaign identifier and the applicable offer version without copying the whole marketing page into the payment database. Store the evidence in its approved repository and preserve the connection. If the referral reference is missing, mark it as unknown rather than guessing from the customer's country or their first deposit amount.
Keep access proportionate. An affiliate ordinarily does not need the operator's full customer verification file to resolve a campaign discrepancy. Equally, a support agent should not need access to unrelated commercial negotiations to identify the advertised proposition. Design role-specific views around the questions each team must answer, and have privacy and compliance owners review actual retention and sharing arrangements.
Investigate discrepancies at the right level
Suppose a placement advertises immediate access after a deposit while the operator's journey includes a required account review. The investigation should compare the dated creative, customer-facing terms, payment confirmation and support messages. It should establish whether the advertisement was approved, whether the journey operated as designed and which customers may have received inconsistent information.
Avoid responding by weakening the review or sending deposits through a different account. The appropriate correction may involve changing the advertisement, pausing the affected placement or resolving customer complaints. Record the reasoning and the responsible decision maker. Keep the scope narrow enough to address the identified issue, but broad enough to find other placements using the same misleading template.
Give payments a meaningful escalation route
Payment teams should be able to raise an acquisition concern without proving the whole case first. Unexpected country patterns, repeated customer confusion or unusual attempts linked to one placement can justify a review. These observations are investigation triggers, not automatic findings of misconduct. Agree who receives the alert, what initial evidence is required and when the next decision is due.
If a provider asks about a traffic change, supply a concise account of the approved campaign, observed variation and corrective work. Distinguish confirmed facts from hypotheses. Do not describe all affiliate customers as equivalent simply because the headline business category is unchanged. The customer proposition, acquisition method and geographic mix can be material to an operating review even when total volume remains modest.
Close the loop after a correction
Stopping a placement should not end the investigation while unresolved customer cases remain. Record the withdrawal date of the creative, confirm that replacement material is live where appropriate, and monitor whether new complaints still reference the old wording. Keep any customer remediation decision connected to the original evidence and the payment record.
For the next campaign review, examine how quickly the operator identified the discrepancy and whether teams could retrieve the correct evidence. Measure missing campaign references and unresolved version questions alongside commercial results. A campaign that produces deposits but leaves the business unable to explain its customer promises is creating an operational weakness that acquisition revenue alone will not reveal.
What it means to Merchants
An iGaming affiliate programme should preserve the proposition behind the deposit, not just the referral code. Keep dated campaign evidence, approved market scope and payment wording connected to customer cases through stable references. Investigate material changes promptly and disclose relevant developments to the appropriate provider. This framework supports accountable acquisition while leaving licence eligibility, advertising compliance and acquiring approval to their specific review processes.
